Fiat 124 spider Electrical Problems

ALARM KEEPS RANDOMLY GOING OFF, DOESN'T MATTER HOW FAST YOU ARE GOING, WHAT GEAR, WHAT TYPE OF ROAD, WENT OFF 15 TIMES ONE DAY, 5 TIMES THE NEXT DAY

manufacturer is not able to perform recall service. No dealers have the proper tool necessary to complete repair. I've tried all dealers in Atlanta GA area.
